ACP, ESA Joint Initial Comments to the Federal Energy Regulatory Commission on Building for the Future Through Electric Regional Transmission Planning and Cost Allocation and Generator Interconnection

The Federal Energy Regulatory Commission is considering substantial changes to transmission planning (determining which transmission is built), transmission cost allocation (determining who pays for it), and generator interconnection (determining how new generators connect to the grid).  ACP provided detailed comments on a comprehensive framework to reshape these rules and enable the cost-effective, timely integration of thousands of megawatts of renewable energy and energy storage.  ACP and the Energy Storage Association recommend that FERC initiate a near-term rulemaking to reform key aspects of generator interconnection rules, while simultaneously commencing a rulemaking to ensure that the numerous benefits of transmission – including lower customer costs, reliable service, reduced grid congestion, and meeting state public policy goals – are fully accounted for.
