Lengthy Application Delays Threaten Rhode Island’s Place as OSW Leader

WASHINGTON, D.C., August 15, 2023 – The American Clean Power Association (ACP) released the following statement today from Josh Kaplowitz, VP of Offshore Wind, regarding the decision by the Rhode Island Energy Facilities Siting Board (EFSB) pausing the review of the cable to be constructed in Rhode Island and planned to serve the SouthCoast Wind project:

“As a wind resource-rich state, Rhode Island has traditionally recognized the opportunity before it and has served as a leader in offshore wind development. However, the recent decision by Rhode Island regulators to put in place a lengthy pause on review of SouthCoast Wind’s application for export cables represents a massive step backward. This newly created requirement from the EFSB prevents developers from pursuing state siting and permitting approval until they have secured commercial power sale contracts.

“This decision sets a concerning precedent, impeding Rhode Island and New England from reaching ambitious clean energy goals.

“Siting and permitting, as well as power sales, are necessary ingredients in moving projects forward. They must run in parallel, not have one wait for the other. ACP asks that Governor McKee and Attorney General Neronha reconsider this decision and put Rhode Island and New England back on course toward achieving offshore wind goals.”
