The Voice of California’s Clean Power Industry: American Clean Power-California (ACP-CA) works with California state policymakers to develop cost-effective solutions to the climate crisis, create the next generation of clean power jobs, and produce the reliable, affordable, 100% clean utility-scale energy Californians are depending on. 

Our Priority Issues

  • Transmission: ACP-CA is pushing California to move more quickly to build the modern transmission lines needed to bring new sources of 100% clean power online.
  • Clean energy market protection & expansion: ACP-CA is helping identify opportunities to grow the market for clean energy produced in California—while expanding clean power adoption and production across the West.
  • Offshore wind: ACP-CA is home to the California Council of Offshore Wind Leaseholders (CCOWL), a group representing the five leaseholders developing the West Coast’s first offshore wind facilities. CCOWL is working with state leaders to promote the rapid deployment of this new technology, which has the potential to power as many as 25 million homes.

Recent Achievements

  • AB 1373 (E. Garcia, 2023): ACP-CA supported legislation that authorizes the Department of Water Resources to serve as a new central procurement entity for new long lead-time clean energy resources, a critical step in the development of a West Coast offshore wind industry. See fact sheet.
  • SB 529 (Hertzberg, 2022) / SB 1174 (Hertzberg, 2022): ACP-CA sponsored two bills that will help accelerate the approval process for extending and expanding current transmission systems, while helping connect new clean energy sources to the state power grid.
  • AB 525 (Chiu, 2021): ACP-CA worked closely on the landmark legislation establishing California’s first planning goals for offshore wind.
