ACP Statement on House Natural Resources Committee Advancing Permitting Bill

WASHINGTON, D.C., November 20, 2025 –The American Clean Power Association (ACP) issued the following statement from CEO Jason Grumet after the House Natural Resources Committee passed, in a 25-18 vote, the Standardizing Permitting and Expediting Economic Development Act (SPEED Act):

“Today’s bipartisan action in the House Natural Resources Committee is an essential step toward modernizing American energy infrastructure. The SPEED Act reforms are necessary to develop all forms of American energy infrastructure enabling a comprehensive response to soaring energy demand. Absent these improvements and additional efforts to support pipeline and transmission infrastructure, energy prices will spike and system reliability will be threatened.

“Importantly, the SPEED Act includes key milestones throughout the permitting process that provide greater certainty for all energy sources and ensures accountability from start to finish. The Act’s technology neutrality is essential to the integrity of American energy policy and a predicate to building the coalition required for ultimate adoption.

“Chairman Westerman’s leadership moves Congress one step closer to enacting permitting reforms that will benefit every type of American energy project. By creating a clearer, more certain process, the SPEED Act will help accelerate the build-out of reliable, affordable power—whether its solar, storage, wind, natural gas, petroleum, geothermal, hydro or advanced nuclear technologies.
